Cableway Installations for Persons

Ropeway Installations

As of April 21, 2018, Regulation (EU) No 2016/424 of the European Parliament and of the Council on ropeway installations and repealing Directive 2000/9/EC is directly applicable. A directly applicable regulation does not need to be transposed into the national legislation of the Slovak Republic.

This Regulation (hereinafter referred to as “the Regulation”) applies to new ropeway installations designed for the transport of persons, to modifications of ropeway installations requiring a new authorization, and to subsystems and safety components for such ropeway installations.

This Regulation does not apply to:

  • lifts covered by Directive 2014/33/EU;
  • ropeway installations classified by Member States as historical or cultural installations or installations having heritage value, which were put into operation before January 1, 1986, and are still in operation, and whose design or construction has not been significantly altered, including subsystems and safety components specifically designed for them;
  • installations intended for agricultural or forestry purposes;
  • ropeway installations for supplying mountain shelters and chalets, intended solely for the transport of goods and specifically designated persons;
  • fixed or mobile installations designed exclusively for recreational activities and entertainment, and not as means for the transport of persons;
  • mining installations or other fixed industrial installations used for industrial activities;
  • installations where users or their transport devices move on water.

Conformity Assessment of Safety Components and Subsystems

The conformity assessment of safety components and subsystems of ropeway installations is carried out by TI as an “accredited inspection body” upon request. The application for conformity assessment and product certification must be submitted in writing and confirmed by the applicant’s signature or by their authorized representative.

The application must primarily contain:

  • general information about the applicant, such as: name, address, legal status, company ID, tax ID, contact person, telephone or other contact (fax, email, etc.);
  • a brief definition of the products (subject of the requested certification) to be certified, the certification system (scheme) for the products, and related technical standards (or other normative documents) according to which the products are to be assessed and certified (if known to the applicant);
  • a declaration by the applicant that they will always proceed according to the provisions of the agreed certification program;
  • a declaration that the applicant has not applied to another certification body for the conformity assessment and certification of the specified products;
  • a declaration by the applicant that they will take all necessary measures to carry out the conformity assessment of the products, including measures for reviewing related documentation and access to all areas, records (including internal audit reports), and personnel for evaluation (e.g., testing, inspection, assessment, supervision, re-assessment) and handling complaints;
  • a declaration by the applicant that they will state that they are certified only for those products for which certification has been granted and will not use product certification in a manner that would create an unfavorable opinion of the certified product body (hereinafter referred to as “TI CV”), nor publish any statement regarding product certification that TI CV might consider misleading or incompetent.
  • at the same time, it is necessary to specify those parts of the products (e.g., safety parts, protective devices, technical design documentation of products, etc.) that have already been certified (when and by which product certification body).

Along with the application or upon request by TI CV if necessary (even before preparation for conformity assessment of certified products), the applicant shall also provide the following information and documentation:

  • information on technical resources – the applicant’s technical equipment necessary to ensure the conformity assessment of certified products;
  • documentation describing the quality management system – a copy of the content of the quality manual and a list of related documentation pertaining to the subject of certification.
